End of season when shops switch winter stock for the summer stuff. Closing down sales. The month before the season starts, again shops getting rid of old stock. Sign up for as many catalogues/newsletters from manufacturers as you can, you'll get emails about flash sales. I got decent skis with poles thrown in on groupon.
If there is a ski show, go the last day afternoon, the stall holders want to get home, the less gear they have to repack in their vans the quicker they get home, a lot of haggling might net you a deal.

Buy prior year versions of skis. Backcountry.com and other online retailers will generally have overstock at good prices, however, they do not always have the most popular models and most common sizes available so choose wisely.

Check out skigenie.com for personalized ski recommendations.
